Concerning
The Third Government Package to Support the Economic Sector
in the Emirate of Ajman
We, Humaid bin Rashid Al Nuaimi, Ruler of Ajman
Having reviewed Emiri Decree No. (5) of 2002 concerning transaction fees at Ajman Municipality and its amendments,
And Emiri Decree No. (11) of 2011 issuing the Financial Law of the Government of Ajman and its executive regulations,
And Emiri Decree No. (15) of 2012 concerning the Department of Finance in Ajman and its amendments,
And Emiri Decree No. (4) of 2014 concerning the reorganization of the Executive Council of the Emirate of Ajman and its amendments,
And Emiri Decree No. (20) of 2017 concerning the regulation of practicing hotel and tourism activities in the Emirate of Ajman and its amendments,
And Emiri Decree No. (2) of 2018 concerning the Legislation Committee in the Emirate of Ajman,
And Emiri Decree No. (4) of 2018 concerning the reorganization of the Ajman Chamber of Commerce and Industry,
And Emiri Decree No. (5) of 2018 issuing the Law Regulating the Practice of Economic Activities in the Emirate of Ajman,
And Emiri Decree No. (1) of 2019 concerning fees, taxes, and fines in the Emirate of Ajman,
And Emiri Decree No. (7) of 2020 concerning the government package to support the local community and the business sector in the Emirate of Ajman,
And Emiri Decree No. (8) of 2020 concerning the second government package to support the economic sector in the Emirate of Ajman,
And Emiri Resolution No. (12) of 2015 concerning the service fees of the Department of Economic Development in Ajman and its amendments,
And Emiri Resolution No. (5) of 2017 concerning public cleaning service fees in Ajman and the fines for related violations and its amendments,
And Emiri Resolution No. (20) of 2017 concerning the service fees applied by the Department of Tourism Development in Ajman,
And Emiri Resolution No. (4) of 2018 concerning the service fees of the Ajman Chamber of Commerce and Industry and its amendments,
And Emiri Resolution No. (18) of 2018 concerning the reduction of registration and attestation fees for lease contracts of economic establishments and warehouses in the Emirate of Ajman,
And based on the approval of the Legislation Committee,
We have issued the following Decree:
Article (1)
Objectives of the Decree
This Decree aims to mitigate the economic effects resulting from the global crisis due to the repercussions of the outbreak of the novel Coronavirus (COVID-19) on the economic sectors in the Emirate of Ajman, and to enable them to overcome the current stage.
Article (2)
Facilities and Incentives of the Department of Economic Development
A. Economic establishments in the Emirate of Ajman that practice the economic activities specified in paragraph (B) of this Article, and whose economic activity has been temporarily suspended in implementation of the precautionary measures decided in the country, shall be exempt from all license renewal fees collected by the Department of Economic Development listed below for a period of one year only, in the event that the renewal application is submitted from the effective date of this Decree until 31/12/2020:
- License renewal fee.
- Commercial register renewal fee.
- Commercial register certificate issuance fee.
- Service/administrative services application form fee.
- Permit fee for placing the trade name sign on the establishment's facade.
- Service agent appointment contract attestation fee.
- Fee for appointing a service agent in the license.
- Service agent contract form fee.
- Civil works (professional) company contract form fee.
- Civil works (professional) company contract attestation fee.
- Trade name fee (foreign/numbers).
- Trade name fee (indicating a geographical scope/trademark/Arabized).
- Trade name fee (Ajman, Emirates, Gulf, abbreviated, A, B, etc.).
B. The provision of paragraph (A) of this Article shall apply to economic establishments in the Emirate of Ajman that practice the following economic activities:
- Organizing Hajj and Umrah trips.
- Managing and organizing exhibitions.
- Social event halls.
- Men's and women's massage centers.
- Men's and women's fitness clubs.
- Nurseries.
- Men's and women's hairdressing and care.
- Children's barber shops.
- Amusement games.
- Cinemas.
- Sports amusement arenas.
- Electronic games halls.
Article (3)
Facilities and Incentives of the Municipality and Planning Department
Economic establishments in the Emirate of Ajman that practice the economic activities specified in paragraph (B) of Article (2) of this Decree shall be exempt for one year from the service fees listed below, collected by the Municipality and Planning Department, in the event that the service application is submitted from the effective date of this Decree until 31/12/2020:
- Registration and attestation fees for lease contracts of economic establishments.
- Public cleaning service fees.
Article (4)
Facilities and Incentives of the Ajman Chamber of Commerce and Industry
A. Economic establishments in the Emirate of Ajman that practice the economic activities specified in paragraph (B) of Article (2) of this Decree shall be exempt from the membership renewal fee and arrears of the membership renewal fee, in the event that the service application is submitted from the effective date of this Decree until 31/12/2020.
B. The remaining economic establishments that practice economic activities other than those specified in paragraph (B) of Article (2) of this Decree shall be exempt from arrears of the membership renewal fee, in the event that the membership renewal application is submitted from the effective date of this Decree until 31/8/2020.
C. Hotel and tourism establishments in the Emirate of Ajman shall be exempt from membership renewal fees, in the event that the service application is submitted from the effective date of this Decree until 31/12/2020.
D. The fee for issuing a certificate of origin for industrial establishments collected by the Ajman Chamber of Commerce and Industry shall be reduced by (25%), in the event that the service application is submitted from the effective date of this Decree until 31/12/2020.
Article (5)
Regulatory Resolutions
The Chairman of the Executive Council in the Emirate may, by a resolution issued by him, extend the periods stipulated in this Decree as he deems appropriate.
Article (6)
Cancellations
Any text or provision that conflicts with the provisions of this Decree shall be repealed.
Article (7)
Entry into Force and Publication
This Decree shall come into force from 15/6/2020, and shall be published in the Official Gazette.
Issued by us on this day, Wednesday, the eighteenth of the month of Shawwal 1441 Hijri, corresponding to the tenth of the month of June of the year 2020 Gregorian.
